    It should be as latex is not a harmful substance, however, you should avoid contact with latex if there's a chance that the child/children may have a latex allergy. Children who have allergies to certain foods may also develop a latex allergy, so check before using it in make-up intended for kids.

    Although you may have to start over, try loosening it with soapy warm water, and then try peeling it off your skin. Saturate the area where lef over latex is stuck and rinse your body with warm water once you have removed it.
