A Bowgart and Clamble is the only monster pairing that will successfully breed and produce the Shugabush. It doesn't matter what level the monster you select is, but you may have better luck with higher level monsters.

Yes, you can with Bowgart and T-Rox. The breeding time is 18 hours by default. However for a rare Punkleton, the breeding time is 1 day 7 hours 45 minutes, while epic Punkleton is 1 day 7 hours and 10 minutes, but needs an Entbrat and Drumpler.

Yes, you can still breed a Shugabush at level 20. The breeding combo for G'joob is T-rox and pummel. The breeding chances for both Shugabush and G'joob are 1 day 10 hours 58 minutes and 44 seconds for the Shugabush and G'joob is just less time than the Ghazt.

Can an Epic Wubbox be bred?

No, it cannot be bred but you can buy it from the shop for one diamond, it is pretty cheap and the incubation time is 0 seconds due to buying it with diamonds. Like other monsters though its hard to activate it due to epic monsters being hard to breed or you can be a pay to win person and just activate it for 750 diamonds or you could save up until you get 750 diamonds.
