To keep pigeons out of your attic, you need to seal up all the entry points. Screen any vents or openings with a quarter-inch mesh where you see them enter into your attic. Then seal all visible vents, and when everything is sealed and the pigeons inside leave, they won't have a way back in and will look for a different nesting area.
