    Click the Settings wheel in the top right corner and select Options to open the Outlook.com Mail settings. Here, under General, you will see the setting to change Region & Time Zone; you'll find the setting to change the Language there as well.

    Click the time button on the bottom right of your screen and then, press that little cog wheel symbol above Bluetooth and it will work.

    Go to Start -> Control Panel -> Clock, Language, and Region / Change the display language. Switch the display language in the Choose a display language dropdown menu. Click OK.
