I found the best way was to keep the neckline at the back short, trimming it every 3/4 weeks, and waiting for the sides and top to catch up. It requires patience and keeping the hair as healthy as possible. Use warm pure virgin olive oil masks, and keep your hair clean and product free. Don't use heating tools. Once you manage to grow the sides to meet with the back, aim for a short bob. Regular trims will little by little remove the old, permed hair and you will be left with "new" young hair. If you can, try curling it. Not too extreme, but curls in short, highlighted hair tend to flow much easier than straight, short hair.
