You can use any 3D modeling program, but I like to use Blender. However, Blender requires a 64 Bit environment and hardware acceleration. (In other words, make sure you run 64 Bit Windows and have a good graphics card installed.)

Of course! All you really need is a drawing app. I made a Fanloid on my Android tablet using a drawing app called Ibis Paint X. It's a mostly free app apart from an optional payment for more brushes but you can watch a quick ad to unlock them for 18 hours.

Yes! You just need a drawing app! When making my Fanliod (Fanmade Vocaliod), I used Ibis Paint X - which is available on both Apple and Android devices. The app is mostly free apart from some optional fees for extra brushes. But you can also just watch a quick ad and get the extra brushes for free for 18 hours.

Absolutely! If you don't have UTAU, you can use the actual Vocaloid program, or Audacity will work just as well. (There are plenty of YT videos on how to use Audacity for creating a Vocaloid, although you might not be able to create a voicebank as easily as you would with Vocaloid or UTAU).
