The south bell gives 50% extra happiness per level up so it’ll give you (+7.5 0-99, +4.5 100-199, +3 200-249 happiness per level).

Bill is in Goldenrod. He’s on the west side of the the city. Fly to goldenrod city (Pokémon center) and go in between the Pokémon center and the casino walk way, he should be the first accessible house, small and yellow and he’ll be the man in the home (make sure to empty a spot in your party, talk to him and he’ll give you the eevee). As long as you’ve been inside the ecruteuk Pokémon center before, you can talk to him and he’ll give you it.
