    No, the seasons shouldn't matter. You may need to make certain that you have no more than 9 villagers, because there are slots; otherwise, no villagers will be able to move in until one moves out.

    In "Animal Crossing: New Leaf Welcome Amiibo," you can find Wisp, the lamp spirit, and talk to him. If you have an NFC reader/ writer and Amiibo cards, you can scan them and get a villager from their RV. The other way is through the campsite PWP.

    Some villagers move out unmotivated. This is a natural part of the game. Having a villager move out means another can move in. It is also possible you see them on Main Street, or at a friend's town.

    The police station is a public work project. You will have to wait for one of your villagers to suggest the idea. Once they do, you can go to the town hall and suggest to Isabelle that a police station should be built. Once you collect the funds, it should open.

    It's a bit of a process. You can find Amiibo files online with some searching, and you need specific type of stickers with a kind of NFC chip inside them. There are Android apps (it's not possible with an iPhone) that will write the Amiibo file to the chip inside the sticker. It's easy to find tutorials on exactly how to do it. Then you can print out your own card designs and put the sticker on the back.

    Consistency is the key. These things don't happen quickly, it could take a while but if you keep it up and be patient, Tutu will leave sooner or later. Time travel is always an option if you are tired of waiting.
