It isn't strictly necessary, but it will improve the look of the finished wall. Many loose particles will adhere to the primer while priming bare drywall, and this can cause irregularities on the finished surface if they aren't sanded.

The main purpose of primer is to help the paint cover whatever's under the primer. If the textured finish is a neutral color and does a good job of masking whatever's underneath, you probably don't need primer.
