    Hot glue is probably best to stick on embellishments, but you'd have to have a hot glue gun. PVA glue in lots of layers could work.

    You can use acrylic craft paint and craft sealant from a hobby or craft store or, from a chain store. Buy some decent pain brushes in the craft section. You don't need to spend a lot.

    You can, just be sure to spray where there's adequate ventilation. Prepare the area around the pumpkin with newspaper first to avoid a mess.

    They will not explode if you paint them, they might decompose faster, but I've painted pumpkins and all that happens is that the paint eventually chips off and the pumpkin decomposes

    You don’t have to use sealant but spraying some type primer onto the pumpkin before you paint it gives the paint something to stick to. And sealing it keeps the paint from peeling and cracking off after dried.
