You can either try a strike system, where they have 3 chances to obey the rules, and when they get all three strikes, they are literally out, and will not be able to roleplay, or their character is deleted. Or, you can try the same thing except instant ban. Or, you can embrace their fun-loving silliness and relegate them to village idiot, dumbfounded time traveler or local eccentric; not everything is worth taking to extremes of seriousness, a little fun makes it enjoyable for everyone and allows your humor-driven friends to stay interested.
