Start small and gain a reputation by having a prudent cash flow. Try to save up your own money to invest into the business and ask around for other investors. After a year, if your business has grown, ask banks they would consider a loan.

Unfortunately, dry cleaning services are a luxury in some areas. If your geographical area is low income/poor, or people just wouldn't use the service, it's not a good idea to open a dry cleaning business there.
