Can I use cold water?

I'm sure you "can," as in the meal would still be edible, but there would be a huge quality and consistency difference. I would recommend you stick with hot water if you can.

Will it work just to heat in small pot of boiled water?

MRE's can be found in military surplus stores or on eBay. However, be careful and alert while browsing eBay; a good price for a case should be about $50 to $60 (USD).
