If you have high relationship with one of them, like lovers, try "slow dancing" and you will have the option while dancing to become a witch.

How can I become a vampire in Sims 2?

You can do it if you have Sims 2 Nightlife. Open the cheats page by doing c+shift+ctrl, then write the boolprop and do click+shift on your mailbox. You'll see MAKE NPC -- click the "Grand Vampire." A Vampire should come.

Maybe you got the nightlife expansion instead of the APARTMENT LIFE expansion. Turn off the nightlife expansion and get the apartment life expansion.
