Same with sets if all four of a set is played, then you can't put more than the four cards for that set. With a run, joker replaces Queen. The only way that Queen can be used is in a set, unless there are already 4 cards played as set.

You may not retrieve what you have just discarded. You may not go out on a card that can be played. You are "floating" and must wait until your turn comes around again, then if the card you draw cannot be played, you can discard and go out.
