I'm not sure if it's the same for dolphin 4.0, but here's how to do it on 5.0: hit config, in the window that pops up it should say speed limit (100% by default), adjust to the desired game speed.

If you are concerned, use a VPN when you download Homebrew and Homebrew apps. Your ISP won't know you did anything if you use a VPN.
