She tells the story in the third person, and tries to guess what everyone else is thinking and feeling. Some of it is written from Lockwood's perspective, and he tells his parts of the story in the first person. It sounds like you might benefit from referring to a website such as SparkNotes, or even reading alongside a translation into your native language - Wuthering Heights used complicated language even for its time, and that was 170 years ago! As a result, even totally fluent English speakers can find it confusing.
