Sending to friends and family ("Personal Payment") waives your buyer protection, so PayPal will not assist if you and the seller get into a dispute. Also, the person receiving money doesn't have to pay a fee to PayPal. Someone selling goods or services is not allowed to ask their customers to use the Personal Payment system, and may lose their ability to use PayPal if they're reported.

Only certain debit card offers such as the Green Dot MoneyPak can deposit into PayPal. However, you can visit the Wallet menu on the PayPal site to link a card to your account. This lets you select the card when paying through PayPal. Two caveats: 1) PayPal may charge a fee for paying with a card instead of your bank account; and 2) Some merchants don't allow credit card payments through PayPal.
